Parney was in less than two years. I think this is the shortest run ever. Something must have happened, even Nanos was around longer than that. Crazy stuff is going on for sure.

All I ever hear are really bad things about Knapp, I have yet to meet someone who anything good to say about him.

Don't worry brett is going to balance LLNL budget. It's easy. Just fire one person for every $300K you need to do experiments for the rest of FY-14 and that's how many people have to go out the gate before Dec 25th.

Parney was brouhgt into the Lab to fix the WFO problem where we over promised growth in the contract win. He made it worse, and alienated new sponsors as he admits due to some crazy notion of "his process". Having failed at this, they made him director! George and Parney led on the biggest decline in Lab population in recent times, set up a financially failing pension, and the LLC approach supposedly forced on us by NNSA loaded taxes and new burdens. Partners, even UC received huge fees, for little value added, and employees were ISP'd to pay for it. There is plenty of blame to go around and Parney leads the pack. Those that leave the lab will likely be IT and cyber people, as bombadiers are not generally needed in silicon valley. Lab management will proclaim, well we needed to get rid of the overhead. Why, so undfunded bomb makers can be paid! When it got down to it, the 400 people that were to run the lab during the shutdown, were the so called unneeded overhead people. chuckle. This lab has the talent to be an R&D lab and has to cut its old ties and branch out. OR GO OUT OF BUSINESS. When it makes multi-billion dollar promises and fails, like NIF, doubling down is not going to make it, the 3rd or 4th time. We mortgage a lot in this Lab to float NIF, what have we got to show for it, a bad reputation, and our own claims of greatness. Where's the beef (fusion)? So brace yourself, here comes another round of cut the overhead, not grow the revenue. Business failure 101 all over again. Learn from the past, oh no, that would be semi intelligent. Put pressure on the revenue produces (or non-producers) for a change. Replace the egocentric middle management program guys and get some that have some new ideas. Blowing up little shacks in the desert ain't cutting it.

This may be true and I'll give him that. he was a people person but that's not what ULM is allowed to be. They have to follow company rules and be heartless. When they see shortfalls in the budget that have to put the projects and company first and shit-can as many people as fast as possible to stay on budget no matter how small it is or how small it's going to get. This is why Parney is gone and Brett Knapp is in. Brett's new job is to balance the budget before the new director is appointed / elected. This way the new guy can come in and all the dirty work will be done. I'd venture to say they need to work fast and have the house cleaned before Dec 25th and especially before congress realizes that Odumbocare is going to absorb all the funds that will be made by those who will be shown the gate plus a lot more. It’s for this reason I suspect budgets for LLNL and LANL will be reduced even more over the next few decades. Brett will then go back to LANL and start raising hell there too. It's all so very simple people.

So brace yourself, here comes another round of cut the overhead, not grow the revenue.

A main reason we cannot grow our revenue is because our overhead is so high. High overhead creates high explicit costs. Who will do business with us when we are so expensive? More significantly, high overhead creates high implicit costs. As implemented, high overhead (i.e., management) reduces the productivity of the people who have the potential to bring in new revenue. People produce less when they are required to spend half of their time on administrative processes created by a bloated and dysfunctional management structure that does nothing more than invent useless work.

The notion that LLNL staff should be spending their time "bringing in new revenue" is the entire, whole problem. That is not the way the lab ever worked in the past, and LLNS pushing it into that scrappy entrepreneur model is a bad move for everyone except perhaps Bechtel, and the scrappy entrepreneurs. Keep going in that direction and there will be no LLNL, only a few hundred scrappy entrepreneurs employing cheap postdoc labor and getting paid directly by "sponsors" in DC, plus some support staff and the guy who cleans the toilets. It's the end folks, the balkanization of the lab began in '07 and it's running full-speed now.

IMO Any director who hooks his wagon to the endless over-promises of Moses is doomed. We've gotten some results from NIF but nothing close to what the country was led to believe was possible. And since Moses is apparently untouchable the accountability looks like it feel on Parney.

Not that that's the only reason but I can't help but to believe that it played a part in this change.

Remember that Miller brought Albright to LLNL to boost the GS numbers and it did not produce the desired results, despite his often mentioned experience with the sponsor set. Indeed, OSO was a bad idea and failed at LLNL. Then LANL copied it and turned in even worse results. The funding numbers tell the story for WFO, and LLNL was bested by LANL for the years when Albright had GS. While LLNL has gained some in WFO in the past two years, the increase is due more to the migration of projects away from LANL under their current GS management.

OSO in a nutshell...

Problem:

It was a dumping ground for high-salary, otherwise-EBAs who could not bring in funding / build programs.

What they should have done:

Taken people who were successful program builders and incentivized them to join OSO to do that at a larger scale and mentor people around the lab to be future program builders.

Concept was not so bad, execution and personnel selection was dismal.

Final Point:

Parney said repeatedly that he would clean house of anyone in OSO who didn't make their goals. He never did so. In practice, this just led to OSO folks relentless bugging PIs for status and then taking credit for a lot of hard work by PIs who could have done more *without* OSO in the mix.

What a waste of money that OSO has been. And they keep adding new people and we cringe when we hear it. And yet we who are doing the projects are having to go out and bring in the money still. Why? Because OSO does nothing. We bring in the money and OSO gets the huge, wasteful, unjustified salaries. If you get rid of OSO this would result in the lab having more resources with lower overhead.

The interesting question now is, who will replace Parney? I can't think of a soul at LLNL who could do it well. There are a couple AD-level people who might do it poorly, but their backgrounds are as non-visionary company men, working quietly in the background. We are likely to wind up with another outsider at the helm, can't imagine who.

I find these comments about Parney Albright's departure to be offensive and childish. I have been critical of some aspects of his performance and I have been appreciative of others. Both of those, delivered in a substantive, respectful way, are fair. However, these rude, unsigned, unsupported assertions are merely bad manners from those who do not have anything constructive to say and do not have the courage to sign their names. The people criticized here are real people, our colleagues, people like us, who deserve common courtesy. They are not 'fair game' merely because their names are in the news. This anonymous blog serves no constructive purpose; and that disappointing outcome is the result of the people who have chosen to participate and their childish notion of their role in the community. I looked at this blog because someone suggested it would be a way to understand what is 'really' going on at LLNL. I have discovered that it is a gigantic disappointment. I will not look again. Go in peace, Parney. Welcome, Bret -- I wish you well in the important, difficult work you are tasked to do.

Parney was a very good Director. He was a leader (no small thing). He was bright, personable, encouraging, technically-minded, visionary, caring, charasmatic - the list could go on. He took care of Tomas when George Miller didn't...yes, George knew about the hanky panky. I am very sad to see him go - I'm guessing there will now be much fear and loathing at LLNL as we wait for the replacement. Oh, and I'd like to see the LLNS board FIRED for either dismissing Parney or letting him get away. LLNS board - bunch of losers...

I've been watching the clowns carefully. There's actually an interesting sociological interplay here. Maybe not really appropriate for this blog, but the issue of increasing public coarseness of behavior and speech, and the resultant outbreaks of public violence by otherwise "normal" people is one we should pay attention to, if we want to understand where our society is going, IMO.

Penrose, Parney for short, was a failure. I think he admits as much in his parting words.

He could not grow LLNL programs, the most important role of a new director and LLNL is suffering the consequences. He tried.

There is a lesson here for both Pattiz and future candidates.

Knapp is the caretaker who will rearrange the deck chairs. He is qualified to do this. LLNL needs a captain who can plot successful passage and inspire the crew to follow him in uncertain seas.

He is the one who resigned. He tried hard, but did not grow work and according to his statement, he alienated key sponsors. Paisner, Kilkenny and Cambell left NIF under similar circumstances. All four are good people, but all needed to be replaced for LLNL to thrive.

Depends on ones definition of "thrive", I do not see LLNL ever thriving again except perhaps as much smaller laboratory focused on small global security projects. That is a national loss but it seems inevitable, driven by the same "sponsors" who Parney apparently alientated.
